Indeed. I recently found out the reason behind the Klingon-Romulan alliance in TOS era. It was too expensive to create a new ship model for the Romulans, because the one from Balance of Terror was lost, and they just used the model for the Klingon Bird of Prey... and voila, Klingon-Romulan alliance, that gave Romulans a fleet of ships and a cloaking device to the Klingons,
