Actually, it seems that it's right after all. Even though rotation speed would theoretically vary with distance from the galactic center, observations of other spiral galaxies show that it doesn't. Except for the very center of the galaxy, the rotation speed is pretty much a constant. So it sounds like a line through a star could serve as a prime meridian.
