I'd have to say that I would consider it to be the climax of the entire album, as the character Pink has spent his whole life since childhood (and almost four sides of the original LP) building up the figurative/emotional wall (and an actual, physical wall when the music was performed live) between himself and the rest of the world. I can see how it might not carry the same weight, taken out of context, but that is what it actually means.
