When you hit ctrl+alt+delete, does it show any part of this BitTorrent program still actively running? Maybe if you forcibly end task from there, you can then delete the files.

But generally, if the files didn't exist before, there shouldn't be any reason why your computer suddenly needs them now... the safe mode thing described above is what I would try next. As long as all you do is delete only the offensive files, it shouldn't mess up your computer.

Even if it does, all you need is a recovery copy of your OS to boot up, your files should still all be fine. I had to use recovery on my old computer (Windows 95) 3 or 4 times, I think.
