I suspect that Cheyenne Mountain's longtime actual role as NORAD HQ (see
War Games, etc.) and SAC Command Post (yes, that's redundant -- deal with it) leave it open to being used as the setting for all sorts of fictional secret bases. I wouldn't read a lot more into it than that.
