Well, I'm Chinese and my government has a policy that every child must be bilingual blah blah rhetoricjustocoverupthefactthatheyjustwantustosuff er... I took the language as a mother tongue for 12 years. Do I speak it? Hardly.

"Chi wa"... I have no idea, truthfully-- it could very possibly be "eat frog" *glances askance at PHJ and KJ as she says this* but I need to see the actual ideograms/ hear the actual thing (Mandarin being a tonal language and all) before I tell you what I don't know

Alternatively, it might also be in one of the Chinese dialects I don't understand, like Cantonese or Teochew. Actually, if truth be told, I only understand one dialect-- Hokkien or Fukinese, which is spoken by my relatives. "Chi wa" sounds like it could be in Cantonese. Like I said, I need to hear it before I can tell. *nods*
