Yes, but that's a stylized phi (a big O with a diagonal slash), like the "is a member of" symbol is a stylized epsilon. The standard, Greek-style phi is often used for the golden ratio, 1.618... The letter tau is increasingly used in its place, though. Phi is also a very common name for certain kinds of functions, especially homomorphisms. Finally, the capital phi (a circle with a vertical line down the middle) is used for an important function in number theory involving the primes.

Phi also represents quantum yield, which is essentially the percentage of molecules that get promoted to the excited state when irradiated.

It also describes an angle between crystal faces in crystallography.

As I recall, big Phi is also used in electrical engineering...magnetic flow, I think.
