How did you even find that?

I'm also trying to figure whether Mat's remark fits in with any of the Travis/Hoshi only-in-the-fiver gags (not Underused Characters' Tavern or Hoshi's Job Search, but like that) which had already been published at that time. Not sure if that would even be practical, really.

Well, my first Hoshi/Travis joke was in the "Carbon Creek" fiver in '02. (It was pure throwaway gag at the time.) Could be that one or "Dead Stop." Or something else altogether. Or no reason at all, just a random joke. I'll ask Mat sometime and see if he remembers.
